Appears to be a Hermann Walter from Berlin. The stamp has worn off. I know this is common if the stamps are not made very deep in the moulds. The original stamp with the number would have been on the inside near the left butt cheek. There is one similar for sale with a stamp #3608. This leads me to believe its a Hermann Walter design.
